1. INTRODUCTIONS

Chairman Norman Foster welcomed members, friends, and visitors to the meeting. He asked that each of those in attendance attendance introduce himself in turn. Those attending (clockwise around the table): Norman Foster, David Busby, Arno Hart, -?-, Leo Penne, Rob Ritter, -?-, David Forkenbrock, Jim Gillespie, Ron Poole, Jon Skolnik, John Merriss, Nilam Bedi, Adjo Amekudzi, Randy Eberts, Lee Munnich. [Glen Weisbrod, Jon Williams, Alan Pisarski, and Frank S… were evidently present, but the secretary did not record where they were sitting.]

2. ANNUAL MEETING MINUTES

Glen Weisbrod recommended a couple of changes to the minutes of the January 2001 meeting.

3. ANNUAL MEETING, 2002

Jon Williams explained that some paper submitters use forms, or photocopies of forms, that are up to six years old! Therefore a number of papers were submitted, and circulated, in hard copy last fall, and he expects to see a few this year and for a few more years to come.

Norman expected that a couple of speakers will present highlights from the TED conference.

Lee Munnich, speaking for the Joint Subcommittee on Pricing (A1A01(1)), asked for a session or sessions on (1) equity, (2) travel behavior, and (3) political and institutional issues in value pricing. The subcommittee, Lee said, had four speakers already lined up. David Forkenbrock seconded Lee's interest in a session on equity.

4. FUTURE SUMMER MEETINGS

Norman solicited suggestions for future summer meeting sites. He explained that TRB was looking to hold the 2002 summer meeting in the eastern U.S., the 2003 summer meeting in the far west, and the 2004 summer meeting somewhere in the middle of the country. In 2005 the location would rotate back to the east coast.

The committee first considered 2ummer 2002. Boca Chica, FL, near Marathon Key, was mentioned (Alan Pisarski said he's heard it's plush), as were Saratoga Springs, NY, and Providence, RI. Ron Poole asserted that room rates, as well as air fare, should be taken into consideration.

The summer 2003 meeting site, Norman reported, would probably be Portland, OR.

Those attending offered a number of suggestions for 2004: Madison, WI, Traverse City, MI (Randy Eberts and Chris Mann said it has everything Vail has, except mountains), Park City, UT (easy to reach and cheap, according to Frank S.). and Duluth, MN (good local transit, said Ron Poole).

5. TRB STAFF REPORT

Jon Williams announced that the 2002 Annual Meeting would run from Sunday 13 January to Thursday 18 January.

6. REPORTS FROM COMMITTEE LIAISONS

Glen Weisbrod reported that Arno Hart is interested in setting up a joint subcommittee on freight and economic development. Several members and friends (Glen himself, Rob Ritter, Jim Gillespie, Leo Penne) expressed interest.

Ron Poole reported that Committee A1D05 has scheduled a "Tools for the Trade" conference in Cincinnati in September 2002. Registration will cost $150; rooms at the conference hotel will cost $69. Submit by September 2001.

7. PLANNING FOR ECONOMIC DEVELOPMENT CONFERENCE

Norman reported that of the 60 speakers lined up for the TED conference, five have bowed out. He pointed out to those present that the tri-fold mailing that many of them had was not up-to-date. On the other hand, the stapled hand-out which he distributed with the agenda was up-to-date.

Glen Weisbrod announced that he and Michael Bell are asking all speakers to submit a text - a paper, or an outline, or a summary based on their notes - by mid-August. The Appalachian Regional Commission will publish the Proceedings, either in print or on CD. In response to a question, Glen elaborated that if the Proceedings appear on CD, all files will be in Adobe Acrobat or possibly in MS PowerPoint. He and Michael need volunteers to help compose and edit papers before the conference. Jon Williams added that he, acting for TRB, planned to hire a consultant to put together the Proceedings.

Norman, Glen, Rob Ritter, and Jon Skolnik discussed the appropriate time limit for each speaker: 25 minutes? 20? 15?

As of this date, about 75 people have registered to attend the conference, Norman said.

Those in attendance proceeded to a detailed review of the conference agenda, as described in Norman's hand-out. Jim Gillespie remarked that the themes of Sessions 3 and 4 resembled one another closely. Might it be possible, he wondered, to schedule them in separate time slots? Adjo Amekudzi remarked that Session 18 contained an odd mix of presentations.

Norman said that he, Glen and Michael are hoping that a few volunteers can remain in Portland on Tuesday evening, to assemble their notes into a part of the Proceedings.

All visuals at the conference will be electronic.

Jon said that he could bring two TRB conference staffers (a meetings manager and a staff person) to the conference. He needs more volunteers, though, or else he will hire somebody.

8. OTHER BUSINESS
Norman called the committee's attention to the upcoming conference on asset management, to take place 22-23 September in Madison, WI.

9. ADJOURNMENT
Norman Foster adjourned the meeting at 10:00 AM.
